Consent to Establish: The State Pollution Control Board’s official consent to establish a business must be obtained before beginning business-starting operations like construction. Anyone can start the building or start the business phase, but only after obtaining this CTE (consent to establish).

Consent to Operate: After the construction is finished and the building is ready to serve as the company’s headquarters, the setting up phase is complete, the individual is required to obtain a second official consent from the State Pollution Control Board. This second consent is known as the consent to operate, or CTO. This legal authorization for the person to start using the building is valid for five years from the time it was granted. However, other states may not see the consent as being legitimate.
